I know how to make herbal incense at home with acetone, but I am interested in making it with distilled water instead. Has anyone tried this or have anymore info on this process?

I wouldn’t use acetone, i’d use ethanol it’s a lot less toxic. You can’t dissolve the oils out with water, you need some kind of alcohol to do that.

No. The chemicals you are talking about are not water soluble. But, considering you think the numbers are dosages, I guess you wouldnt know that either.
Again, you need to spend some time googling before you get in over your head.
And besides, with the acetone… the acetone will completely dry off, so there is no concern of toxicity or other issues with it.

The key is using something that will quickly evaporate!
If you want to stay away from acetone I suggest using Everclear.
